Why is Irving the only enforcer?

Carlos Quintanilla, once again, was arrested on outstanding warrants while in Irving. It seems rather fitting that he holds himself out as an activist for illegal immigrants since he is a scofflaw himself. Why is Irving the only city that notices he has outstanding warrants and makes him answer to the law and accept responsibility for his misdeeds?
